Starting Wage Range: $24.60/hr. – $31.84/hr.

Job Summary:

To provide administrative support to the Grand Ronde Tribal Housing Improvement staff and programs in implementing the Tribe’s Housing Plan.

Essential Functions:

Provides administrative support to Housing Improvement Grant Programs,
Types and formats bid advertisements, requests for bids, and project
Prepares documents and records for housing grant
Date stamps incoming bids and proposals, and assists with the bid process as
Distributes Housing Improvement Grant Program applications, processes them for completeness and notifies applicants of the status of their
Assists clients through the application process for grant programs.
Researches and completes grant waiting list updates on at least a semi-annual basi
Contacts homeowners and contractors to ensure compliance and schedules are
Enters, maintains, and files confidential i
Maintains working files and tracks grant and other program expenditures.
Prepares, maintains and files housing program files as needed. Downloads completed files on Laserfiche.
Contacts homeowners and contractors to ensure program compliance and schedules.
Acts as a primary or secondary contact with applicants and contractors on program projects.
Assists in responding to requests for assistance and determines if work specifications are within program policy.
Assists with home inspections for homes scheduled for participation in home grant projects.
When appropriate makes independent decisions concerning grant policies involving repairs and contractor proposals.
Assists in preparation of work specifications, cost estimates and contracts for project compliance.
Prepares memos, correspondence, documents, reports and public notices as instructions dictate, using correct
Proofreads documents and reports and verifies accuracy of own work and that of
Operates a variety of office equipment: computer, printer, fax copier, scanner, shredder,
Prepares correspondence for housing programs, general correspondence and public
Prepares and maintains housing program files as
Conducts customer satisfaction surveys on GRTHA programs and
Prepare signs, charts, displays and artwork as needed for housing presentations or public relations
Assists with travel arrangements and expense reimbursements for housing meetings, conferences and retreats.
Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

Requires a high school diploma or GED.
Requires a minimum of two (2) years of work experience in a progressively more responsible secretarial or administrative assistant position, preferably in a housing authority setting, handling confidential materials.
OR equivalent combination of education, training and experience.

Driving Requirements:

This position may require driving.

Qualifications, Registrations, and Certifications:

Must have a working knowledge and proficiency in use of office equipment and computer software skills, including word processing and spreadsheet programs required.
Knowledge of, or ability to quickly learn Laserfiche.
Good oral and written communication skills, and business and telephone etiquette required.

Good attention to detail and record-keeping skills required.
Must have the ability to respond courteously and tactfully to complaints and requests and to maintain confidentiality is required.
Must be able to maintain confidentiality in all matters.
A minimum typing speed of 40 wpm preferred. Testing my be completed as part of application review process.
Knowledge of and sensitivity to Native American culture is required.

Tribal Housing Staff Requirements:

Cannot have an eviction from Tribal Housing for the past five years; including adjudicated evictions, and Notices to Quit, in which tenants moved out prior to going to Tribal Court.
Denied Tribal Housing based on criminal and/or drug activity, and/or bad landlord references.
As a GRHD tenant must be in compliance with their rental agreement. This includes:
No more than one late payment in a one year period
No more than one compliance request in a one year period
Shall not have engaged in threatening, abusive or violent behavior toward GRHD or CTGR personnel during the last five (5) years.
There should not be any conflicts of interest with GRHD tenants and/or staff.

Environmental Factors and Conditions/Physical Requirements:

Continually requires the ability to express or receive detailed information or important instructions through oral communication.
Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
Occasionally requires lifting of up to 40 pounds.
Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
May be called upon to serve as a Disaster Reservist during emergencies.
Local travel is occasionally required. Travel outside of the state is infrequently required.
