Role Summary:
The Administrative Manager oversees administrative and compliance functions across the business in DRC. You’ll ensure the company operates in line with DRC labor law, tax regulations, and regulatory requirements, and manage all interactions with government agencies. This role is critical for keeping the business compliant and operational across branches.
Key Responsibilities and Deliverables
1. Regulatory Compliance & Statutory Filings: Oversee all employer compliance obligations with DRC regulatory bodies, including INPP, INPS/CNAM, and DGI, ensuring timely tax and social security filings. Manage monthly and annual statutory declarations relating to payroll tax, professional tax, and social security contributions, while maintaining accurate statutory records and supporting labor and tax audits or inspections.
2. Tax & Permit n Management: Manage the company’s tax obligations, including IPR (Impôt Professionnel sur les Rémunérations), TVA, and IS, while overseeing the acquisition and renewal of business licenses, operating permits, and expatriate work permits through ANAPI, DGM, and relevant provincial authorities. Monitor regulatory developments and advise management on compliance risks and required actions.
3. Government & Agency Relations: Serve as the primary point of contact with regulatory and government agencies, including DGI, INPS/CNAM, INPP, Inspection du Travail, DGM, and provincial authorities. Coordinate inspections, audits, and official correspondence, while proactively resolving compliance matters to maintain the company’s good standing with regulators.
4. Labor Law & Employee Relations: Ensure all HR policies, employment contracts, and employee-related processes comply with the DRC Labour Code (Code du Travail). Provide guidance on recruitment, contract management, disciplinary actions, and terminations in line with local labor regulations, while supporting the resolution of labor disputes with relevant authorities.
5. Administrative Operations: Oversee office administration, vendor management, and facility operations across all branches, ensuring standardized and efficient administrative processes. Support HR activities, including onboarding, offboarding, and the maintenance of employee records in compliance with legal and company requirements.
III. Qualifications and Experience
a. Bachelor’s degree in Business Administration, Human Resources, Law, or a related field; additional HR or compliance certification is an advantage.
b. 3–5 years of experience in administration, HR, or compliance within the DRC or Francophone Africa.
c. Strong working knowledge of the DRC tax system, including IPR, TVA, IS, and filing procedures with DGI.
d. Proven experience engaging with government authorities in the DRC for permits, licenses, inspections, and regulatory processes.
e. Solid understanding of the DRC Labour Code and social security frameworks, including INPS/CNAM and INPP requirements.
f. Fluency in English and French is required; proficiency in English is an added advantage for reporting and cross-functional communication.
g. Strong organizational ability, attention to detail, and capacity to manage multiple deadlines across several branches.
IV. Preferred Skills
1. Experience with payroll/HR systems used in DRC.
2. Exposure to Renewable Energy, logistics, or FMCG sectors in DRC.
3. Ability to speak and work in English for documentation and reporting.
Salary is 1,740,000 CDF
