Description of Work
This position serves as the supervisor and subject matter expert (SME) for a 4-person Human Resource generalist team, located in the Business Operations unit of the Support Services section within DAC. This team provides HR support to more than 350 employees and is responsible for, but not limited to, the following:
Position management and recruitment
Salary qualification and new hire paperwork and onboarding
Benefits administration
Time and leave administration
Leave of Absence (LOA) and separation actions
Short- and Long-term disability
Worker’s compensation
Personnel and Medical file maintenance
This Support Services HR Manager position will oversee and prioritize team workflow and act as a liaison between Support Services and DAC Central HR leadership to solve time sensitive or critical issues, answer questions, and follow up on pending or delayed requested actions. Please note that this is a working supervisor position in a high-volume environment and is expected to supervise employees and perform HR actions as needed to meet organizational goals.
This position interacts daily with internal and external stakeholders and must be able to communicate clearly and effectively, regardless of the audience. This is a “people forward” position which requires excellent customer service skills and a positive attitude.
Finally, this position is responsible for tracking and reporting on current vacancy and hiring packet status’, FMLA/LOA status’, current permanent and temporary employee information, and other items as requested. MS Office (Excel) proficiency must be intermediate or higher.

Knowledge, Skills and Abilities / Competencies

Previous human resources experience in at least 4 of the following areas: recruitment; time/leave administration; Leave of Absence and FMLA; worker’s compensation; scheduling, preparing for, and participating in new-hire interviews; benefits administration.
Previous experience supervising a team of at least 4 employees.
Demonstrated experience managing and supporting employee workflow.
Demonstrated experience and proficiency using Microsoft Office (Outlook, Word and Excel)
Management Preferences:
Demonstrated experience performing actions the State of NC Integrated HR-Payroll system.
Demonstrated experience as an instructor or training facilitator.
Demonstrated experience with Smartsheet and/or Docusign

Bachelor s degree from an appropriately accredited institution and four years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.

Department of Adult Correction is one of the largest state agencies with more than 19,000 employees. It is responsible for safeguarding and preserving the lives and property of its citizens through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision. Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.
The Division of Engineering, Construction, and Maintenance (DECM) serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement, new construction, renovation, and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes, regulations, and legislative mandates while promoting the agency’s rehabilitation and reentry goals through offender job training in the construction and maintenance trades.
We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen, plumbing, mechanical, electrical, and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design, property services, project management, and sustainability, efficiency, and resiliency (SE&R). These services support new construction, renovation, and like-in-kind and upgrade maintenance repairs to the agency’s physical plant while ensuring compliance with the NCDOA State Construction Office.
Through valuable rehabilitation and training for offenders, we aim to improve recidivism rates. DECM-Construction undertakes construction, renovation, and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the department’s infrastructure assets. DECM-Maintenance, which encompasses the Mountain Regional Yard, Piedmont Regional Yard, Coastal Regional Yard, and three Satellite Yards, provides essential plumbing, HVAC/R, and electrical preventative, prescriptive, and routine maintenance services to all Institutions and Facilities. Additionally, our maintenance efforts include specific areas such as telecommunications, electronic intrusion systems (EIS), fencing, cameras, fire alarms, and energy management systems, all focused on maintaining the Department’s infrastructure assets.
DAC uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals. Hiring salary will be based on relevant qualifications, internal equity, and budgetary considerations pertinent to the advertised position.
