This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Mission of the Department of Insurance:

Primary Purpose of the Position:

Serve as the first point of contact for the Manufactured Building Division (MBD). This position will reroute calls to the appropriate staff. This position has direct contact with internal and external customers to include, but is not limited to, providing correct information regarding licensing and certification requirements, answering questions of the public, legal and public officials, as well as other governmental agency staff and officials in a professional and accurate manner. When needed, this position will be responsible for assisting the Office of State Fire Marshal (OSFM) reception desk and will reroute calls to the appropriate OSFM staff.

Maintain and update the check registry for licensing, certifications and continuing education and submitting daily deposits and reconciliation forms of funds received in accordance with Department’s cash management policies and procedures. This position performs reconciliation of Purchasing Card and Direct Pay invoices and creates and monitors orders in the North Carolina State E-Procurement database.

Responsible for submitting BTAs and expense reports for the division and Manufactured Housing Board.

To assist with monthly budget reconciliation and assists with ensuring that the end of the fiscal year total is accurate and is submitted to Controller’s Office.

To assist with monitoring and disseminating Modular labels to third party agencies, uploading, generating, and disseminating the HUD 302 monthly shipment and Subpart L reports as required by the U.S. Department of Housing and Urban Development (HUD) Office of Manufactured Housing Programs.

This position will cross train with and assist the Licensing and Complaint Administrators in the timely processing of initial licensing and renewal applications and complaints.

This position will assist with scheduling, coordinating and preparing for board meetings. This includes, but is not limited to, taking and transcribing board meeting minutes and ensuring minutes are accurate. Preparing board packets and materials for meetings and hearings.

To serve as the surplus and inventory division coordinator.

To assist with proctoring the required state exams administered by the Manufactured Building Division.

Any other tasks as assigned to help promote the overall efficiency or the division.

Knowledge, Skills and Abilities / Competencies

Experience in providing administrative support to staff and performing general office duties, including typing, filing, organizing, and maintaining various files, as well as logging and reporting data.
Knowledge of office management practices and procedures.
Familiarity with the State Accounting System (NCFS), e-procurement systems, or other electronic purchasing platforms.
Experience in processing financial transactions, such as direct payments, purchase card transactions, daily check postings, and deposit handling.

Proven ability to manage multiple tasks, prioritize effectively, and meet deadlines.
Proficient in Microsoft Office Suite, including Access, Word, and Excel.
Demonstrated experience in clear and effective verbal and written communication with staff, management, and customers.
Ability to apply relevant Federal and State codes and statutes to the related programs.

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
