Position Description

As a member of the executive leadership team at the Texas Department of Transportation, this role is responsible for directing, managing, and enhancing the agency’s administrative and support operations across five divisions and over 850 employees statewide. The position provides strategic direction and operational oversight for critical internal functions, including human resources, support services, fleet management, and procurement, ensuring compliance with federal and state laws as well as directives from the Texas Transportation Commission. Reporting directly to the Deputy Executive Director of Planning and Administration, the incumbent demonstrates vision, collaborative leadership, and expertise to guide effective policies, procedures, staffing structures, and funding recommendations essential for executing agency programs. This role leads enterprise-wide process improvement initiatives aimed at boosting operational efficiency, reducing costs, and enhancing service delivery and customer satisfaction. It champions a culture of continuous improvement by identifying opportunities, implementing best practices, and using data-driven decision-making to optimize internal workflows and systems. Additionally, this position engages stakeholders and directs cross-functional teams to deliver mission-aligned solutions that yield measurable results throughout the agency. Regular interaction with high-level executives, government officials, and private sector leaders is required, operating with the utmost discretion, independent judgment, and responsibility for agency-wide outcomes.

Essential Duties:

Oversees and directs the Human Resources Division, Support Services Division, Fleet Operations Division, Procurement Division, and Contract Services Division.
Oversees human relations support for more than 13,000 employees statewide, providing strategic leadership to ensure a high-performing, engaged, and compliant workforce that support the department’s mission and operational effectiveness.
Oversees materials management support, including three regional distribution centers and two roadway sign shops, digital print center, and full-service print shop.
Oversees facilities management and security for more than 375 sites, including leadership of a capital construction program exceeding $100 million annually: maintaining safe and cost-effective operations through strategic planning, infrastructure, investment, and continuous improvement of facility services and physical security systems.
Oversees logistics support across the state for emergency response operations through timely coordination, resource deployment, and operational readiness.
Oversees fleet operations for more than 12,000 vehicles and pieces of heavy equipment, ensuring safe, reliable, and cost-effective operations through lifecycle management, preventative maintenance, and data-driven optimization of asset utilization and performance.
Oversees purchasing of goods and services for the department, ensuring compliance with state and federal regulations while driving process improvement that enhance operational efficiency, streamline purchasing workflows, and support the department’s strategic goals.
Provides information for formulating policies, procedures, and appropriation of resources for Department support operations.
As directed, represents the agency with international, federal, state, and private entities and the general public to exchange information, address concerns, coordinate activities, and comply with laws and regulations
Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in business or a related discipline. Relevant work experience may be substituted for a degree on a year-for-year basis. Substitutions for Minimum Qualifications

Experience:

9 years of experience in business operations and/or transportation support services. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-by-year basis.
Must have five (5) years executive-level managerial experience

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
