Administrative Services Manager B – Corrections Education

SALARY: $54,204 – $61,404

LOCATION: Monroe Correctional Complex, Washington

DESCRIPTION:

Edmonds College (EC) is accepting applications to fulfill the role of Administrative Services Manager for the Correction Education program located at the Monroe Correctional Complex in Monroe, Washington.

The Administrative Services Manager supports Edmonds College Corrections Education Programming and assists the Associate Dean of Corrections Education in the day-to-day operational functions associated with Educational Programming across (3) prison facilities at the Monroe Correctional Complex. The Administrative Services Manager¿s responsibilities include planning, organizing, implementing, coordinating, and controlling administrative services related to the successful operations of educational programs across all facilities. In addition, the Administrative Services Manager performs, supervises, directs, provides counsel, and assists the Associate Dean and other personnel in a variety of program management services including student recruitment, enrollment, and academic progress tracking. The primary purpose of the position is to facilitate the administration of the organization in a very dynamic educational environment that provides instructional services to incarcerated individuals.

Responsibilities include, but are not limited to:

Oversee admissions, assessment, orientation, advising, registration and other enrollment service activities for HS+, Adult High School and GED programs within Pre-College, including serving as a liaison with community agencies, school districts, and SBCTC
Develop, foster relationships and communicate with key stakeholders within the Edmonds College, the Washington State Department of Corrections, and the State Board for Community and Technical Colleges; Interpret, counsel and implement Department of Corrections policies and procedures, including IT and laptop management; Assist in formulating general administrative policies of the organization; Develop and implement procedures for new educational programs or activities; Provide counsel and coordinate appropriate procedures for academic appointments, reappointments and promotions in compliance with institution policies; Provide supportive services to incarcerated students; exhibit problem solving in fast environment;
Oversee and train all staff on corrections student admissions, enrollment, registration, transfer credits, transcript management and graduation applications; Create and input schedule files quarterly; Establish and maintain identified FTES targets, monitor class enrollments, student-faculty ratios, and faculty work loads, and adjust class schedules and offerings as needed, including student recruitment within the prison system
Oversee all program data input and reporting including OMNI, ctcLink, GED Manager, Parchment, and institutional data recording tools; input student data in ctcLink and OMNI; Prepare and maintain administrative, business and academic reports and records.
Prepare cost estimates and projects of future needs and proposed actions; Prepare and manage budgets and review budget requests and provide advice and information; Review and approve income/expense, statistical and budget status reports; analyze problem areas and make recommendations or take corrective action; Review organization’s current needs and programs against budget limitations and recommend appropriate action; Audit and approve expenditures, requisitions, vouchers, payroll and personnel changes for accuracy and compliance with policies and procedures.
Assist Associate Dean of Education in the administration of proper personnel practices and procedures; Supervise program coordinator.¿
Manage division P-cards and reconciliations; create and execute purchase orders, invoices, travel reimbursements and grant expenditures; Prepare space and equipment analysis and implement maintenance of facilities; Coordinate and maintain liaison with intra and inter-institutional personnel for services and programs such as new buildings or modifications; Arrange and coordinate administrative aspects of special projects as assigned.

This is a classified position reporting to the Associate Dean of Corrections Education.

REQUIRED QUALIFICATIONS:

Bachelor’s degree OR an equivalent combination of education and experience
Experience with budgeting and data management
Excellent communication skills, both oral and written
Must pass Dept. of Corrections criminal background check and comply with DOC required training and safety protocols

PHYSICAL WORK ENVIRONMENT:

Work is typically performed in an office setting. The ability to use a telephone, personal computer, and other electronic technology is required. These duties require repetitive arm and hand movements including keyboarding, handwriting, filing, etc., sitting or standing for prolonged periods of time. Work will be performed in a correctional environment where the potential for violence exists. The employee must successfully complete the Correctional Worker Core training provided by the Washington State Department of Corrections.

WORK SCHEDULE:

Monday through Friday, 7:30 a.m. – 4:00 p.m. May occasionally include some evening or weekend hours.

COMPENSATION:

Salary range 51. Beginning salary is $54,204 – $61,404 annually, with progressive increases to $72,924, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options, and more. The vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 3 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).

CONDITIONS OF EMPLOYMENT:

Criminal background check. Prior to a new hire, a background check including criminal history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant¿s suitability and competence to perform in the position.
Must pass Dept. of Corrections criminal background check and comply with DOC required training and safety protocols
