HIRING RANGE: $134,652.96 – $149,614.40 annually
The Police Support Services Division Manager is a civilian (non-sworn) position responsible for the oversight and management of police support programs and units. As part of the management team, provides direct supervision to teams within support services, approves expenditure purchases, and compliance with CALEA standards. Responsible for routine personnel matters, including instructing, assisting, training, advising police support staff and reviewing and evaluating employee performance.
Essential Duties and Responsibilities
Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.
Strategic and operational management of police support programs within Support Services including supervisors and staff.
Coordinates and manages the organization, staff, training, operational activities, programs, functions, and services of police support units, supervisors and personnel.
Manages projects and initiatives, performing research, preparing narrative and statistical reports, and conducting audits, inspections, and oversight functions in assigned areas of responsibility.
Evaluates personnel, operations and administration in assigned areas to ensure efficient accomplishment of departmental objectives and limits liability while holding personnel accountable for performance and correcting deficiencies.
Coordinates, interacts with and facilitates relationships and collaborations with internal units, city departments, organizational partners and government entities.
Manages and directs operation and administration as assigned, develops, recommends, and implements division goals, objectives, budgets and procedures.
Assists in planning, developing and implementing the division’s budget and forecasting necessary funds for staffing, equipment, materials and supplies.
Prepares long-range plans for operations and equipment upgrades to ensure quality service delivery and participates in developing short-term plans, performance measures, and overall vision for work units assigned to the division.
Analyzes, evaluates and processes business plans and cases for continued staff support needs and available funding opportunities, in addition to analyzing workload and productivity; complies with data and metrics to make recommendations for staffing needs and presents needs in annual budget presentations.
Makes recommendations to police leadership on developing or revising divisional policies, procedures, and operations.
Ensures Lakewood Police Department maintains expertise in public safety records management, evidence handling, and digital video recordings to comply with all applicable regulations, best practices, and CALEA standards.
Attends internal and external meetings and participates in various collaborative efforts.
Manages, supervises, and directs the activities of assigned staff and functions; makes decisions regarding hiring, performance assessment/corrections, salary adjustments, terminations and/or promotions. Considered a member of the command staff leadership team.
Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports trust, creative thinking, and problem-solving and encourages collaborative decision-making when appropriate.
Provides training and job enrichment opportunities and encourages professional growth and development.
Directs and coordinates departmental record retention, sealing, purging and destruction pursuant to State of Colorado guidelines, court orders and city processes.
Serves as the Custodian of Records. Oversees the Departments Records Management System (RMS).
Monitors legal, regulatory and technological changes and court decisions that may affect the department’s work; recommends equipment acquisition, training programs, and procedural changes to ensure the retention of qualified staff and the provision of community services in an effective, efficient, and economical manner as it relates to support functions.
Performs other management functions and duties as assigned by Division Chief or Chief of Police.

Knowledge, Skills and Abilities
Strong knowledge of law enforcement principles and practices, including patrol, investigations, custody and identification, and records management.
Strong knowledge of Police Department structure, procedures, practices and operations.
Strong knowledge of ordinances, policies, and procedures pertaining to the work of the Police Department.
Strong knowledge of and experience in budget preparation and administration.
Excellent research and project management skills.
In-depth knowledge of Federal, State, and local procedures, standards, and regulatory requirements regarding CALEA (Commission on Accreditation in Law Enforcement), IAPE (International Association of Police Evidence), CORA (Colorado Open Records Act), and CCJRA (Colorado Criminal Justice Records Act) requests, NIBRS (National Incident Based Reporting System), and FBI DCJIS (Criminal Justice Information System) security requirements.
Excellent customer service skills.
Ability to effectively communicate both verbally and in writing information to support organizational objectives and interact with all levels of personnel within the City positively and cooperatively.
Technological Skills
Subject matter expert on RMS, Evidence.com, Livescan, evidence management system, CCIC/NCIC, CORA, CCJRA and CJIS Security.
Proficient knowledge and skills in technical computer systems/software of assigned division, command, and department.
Working knowledge of computer networks and configuration.
Strong working knowledge and application of Microsoft and Google Suite, CCIC/NCIC, Records Management Systems (RMS), Online Crime Reporting (DORS), Evidence Management Systems (EMS), and Digital Records and Video Release.
Education and Experience
A combination of job-related education and experience demonstrating the equivalent knowledge, skills, and abilities required to effectively perform the functions of this position may be considered, as determined by management.
Education: Bachelor’s degree or equivalent; preferably in a job-related discipline such as criminal justice, Law Enforcement, Public Administration, Business, etc.
Experience: Five years of progressive supervisory experience with previous experience with or in law enforcement support services such as records management, property and evidence, digital video recordings, civilian report writing unit, and/or fingerprint unit.
Certification/Licenses/Specialized Training
Valid Colorado Driver’s license and acceptable driving record
Ability to obtain NCIC/CCIC certification within three months of hire date
Working Conditions and Physical Requirements
Must successfully complete and maintain required state or departmental physical standards and certifications.
LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for Light Work.

$108,825.60-$149,614.40
