Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by joiningourteam as a Loan Project Officer, supporting efforts to issue loans supporting hazard mitigation efforts in local communities, in addition, to supporting the development of policies and strategies for the Hazard Mitigation branch.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery.  MDEM is a national leaderin Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, andleadershipin the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.”

We do this by being Maryland designated source of official risk reduction and consequence management information.

NOTE:

This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on astatewide 24/7 basis. This may involve working 12 hour shifts extended periods of time insupport of 24 hour consequence management activities.

MainPurposeof Job

This position primarily reports to the Loan Project Manager and is responsible for supporting a variety of emergency management projects across a spectrum of subject areas. As a hazard mitigation loan specialist the individual completes specific components of an overall project and completes tasks assigned by the Hazard Mitigation Branch Manager, Senior Loan Project Manager, and the Disaster Risk Reduction Director.

This position serves in a support capacity in emergency management programs.  This position is primarily responsible for planning and coordinating loans for State and local mitigation projects in accordance with applicable guidelines, policies, and regulations.

Responsibilities include:

Coordinating with Maryland local jurisdictions to solicit, review, submit, and monitor hazard mitigationresilienceloans throughout the entire loan process to include pre-award, implementation, closeout, and post-award. Providing technical assistance and subject matter expertise to develop, maintain, implement, and update local and State hazard mitigation plans Compiling and ensuring accuracy of loan applicants’ quarterly progress reports and any other reporting required by funding sources Monitoring loan-funded mitigation projects, including but not limited to, conducting site visits, verifying eligibility of reimbursements, and ensuring loan applicants are in compliance with 2 CFR 200 and all applicable loan program requirements Conducting educational outreach to inform stakeholders on mitigation best practices, risk reduction, community preparedness and resiliency, long-term recovery, resources, and funding availability Supporting the development of policies and strategies to further mitigation efforts.
