this position is responsible for the maintenance and administration of benefits programs for all employees. The work includes acting as a liaison between benefits providers and employees regarding coverage and other benefits matters. An incumbent will reconcile billing and terminate coverage when appropriate, maintain benefits records and assist with open enrollment. Direct supervision is received from administrative personnel. Does related work as required.
typical
work activities:
administers employee benefits programs according to contractual agreements and oversees the coordination, maintenance and implementation of all employee benefits.
oversee processing of claims, payment of premiums and maintenance of records, reports.
counsels employees regarding entitled benefits and explains options that are available to them and acts as liaison with state and federal carriers and other agencies.
generates and maintains accurate records and data used in the preparation of the quarterly.
distributes checks and informs employees and retirees of federal and state legislation regarding.
attends new york state health insurance program seminars and administers their programs in accordance with state rules and regulations.
completes, reviews and submits health, dental and other insurance claims and retirement applications.
provides employees and agencies with specific information regarding eligibility for health insurance, dental insurance, life insurance and retirement benefits.
provides employees with assistance in personnel matters including enrolling in benefit plans, premium payments, and retirement requests.
maintains the reconciliation of medical/insurance accounts and maintains accurate related reports and records.
minimum qualifications:
candidates must meet the following requirement(s) on or before the date of the written test:
open-competitive:
possession of a bachelor’s degree and two (2) years of experience in processing employee benefit program enrollment and/or claims; or
possession of an associate’s degree and four (4) years of experience as described in (a); or
graduation from high school or possession of a high school equivalency diploma and six (6) years of experience as described in (a) and (b); or
an equivalent combination of education/training and experience as defined by the limits of (a) through (c).

your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the u.s. Department of education/u.s. Secretary of education. If your degree was awarded by an educational institution outside the united states and its territories, you must provide independent verification of equivalency.
