HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

The Office of Enforcement and Neighborhood Services (OENS) is charged with enforcing the New York City Housing Maintenance Code and New York State Multiple Dwelling Law. To ensure compliance with the legal and regulatory obligations of these laws, the Office of Enforcement and Neighborhood Services conducts inspections, issues violations, corrects emergency conditions, seeks civil penalties and enforcement of Orders to Correct in Housing Court, issues fees, targets proactive and building-wide activities to buildings identified with systemic maintenance issues and responds to claims of harassment based on maintenance conditions. OENS works closely with other HPD divisions and community partners to identify distressed buildings and develop appropriate strategies to address those properties.

The Office of Enforcement and Neighborhood Services is composed of 8 divisions:

Exec Office (EXEC), Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations Division (EOD), Division of Special Enforcement (DSE)
Your Impact:

The Office of Deputy Commissioner for OENS is seeking an Executive Administrative Assistant. Reporting directly to the Deputy Commissioner, and executing tasks independently and confidentially, with the highest level of discretion, the Executive Assistant’s responsibilities include overall support to the Deputy Commissioner and Executive staff as it relates to the day-to-day operations of the office.
Your Role:

As the Executive Administration Assistant for the Deputy Commissioner in the Office of Enforcement and Neighborhood Services, you will be responsible for, but not limited to, the following.

Provide direct, executive and professional administrative support to the Deputy Commissioner including but not limited to:
o Assisting with meetings and calendar management, including preparing agendas, distributing documents, and compiling and tracking meeting follow-up and providing the daily schedule
o Handling phone calls and correspondence into the office, conducting applicable research related to the correspondence or inquiry and ensuring that appropriate follow-up is completed.

o Acting as primary point of contact for administrative functions of the office;

o Troubleshooting complaints and recommend applicable resolutions for received complaints.

o Making informed recommendations for improvements of overall Office processes.

o Conduct follow-up with appropriate divisions to ensure that follow through occurs.

Assign ticklers and correspondence to ensure timely responses;
Coordinate and/or prepare responses to Freedom of Information Law requests.
Liaise with all OENS divisions, internal and external parties, and interface on behalf of the Deputy Commissioner on administrative matters including responses to agency-wide administrative initiatives/projects.
Provide general administrative support to OENS Senior staff as needed.
Assist in special projects and research projects as well as other administrative responsibilities as needed.
Coordinate outgoing messaging to property owners and tenants including but not limited to:
o Monthly bulletin to owners
o Website updates

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

– Strong interpersonal skills which allow effective direct communications with HPD officials, agency staff and external parties to which the office relates. – Excellent verbal, writing and computer skills (proficiency with MS Office, including Word, Excel and Office Outlook). – Ability to independently prioritize and organize work assignments, performing work in an independent environment. – Demonstrated ability to perform complex assignments utilizing automated office systems. – Able to work under pressure and restrictive deadlines, in an atmosphere of intense activity – Analytical ability & research skills – Strong Customer Service Focus. – Bilingual a Plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
