The Clerk of Works (COW) is Cause Effect's independent on-site eyes and ears, safeguarding the Client's interests by monitoring quality, workmanship, materials, and progress against the contract documents, drawings, and Bill of Quantities (BQ).
The COW observes, inspects, records, and reports — maintaining a defensible written record at all times — and escalates issues to HQ.
What You'll Do:
1. Inspect daily construction progress and evaluate the quality of all architectural materials and finishes against approved samples, specifications, and the BQ
2. Identify and document poor workmanship and material defects with photographs and written records; monitor and verify that contractors carry out the required rectification and remedial works to standard
3. Verify that all materials delivered to site match the accompanying paperwork (Delivery Order, specifications, BQ) in both type and quantity, reject or flag non-conforming deliveries
4. Check that construction work conforms to the approved drawings and specifications; clarify any discrepancy or ambiguity with HQ before work proceeds
5. Monitor site progress against the contractor's and sub-contractors' programmes; identify delays early, assess root causes, and recommend mitigation to HQ
6. Where structural work is involved, confirm that structural members conform to the BQ specifications; record any deviation, the stated reasons, and escalate to HQ immediately
7. Maintain a daily site diary recording works in progress, labour and plant on site, weather, deliveries, inspections, instructions received, and any incidents or disputes
8. Witness and record key inspections, tests, and the covering-up of works; ensure no works requiring inspection are concealed before inspection
9. Monitor contractor compliance with site safety and housekeeping and report breaches (the COW supports but does not replace the contractor's safety responsibilities)
10. Attend site meetings; prepare and submit clear, accurate progress and inspection reports to HQ on the required cycle
11. Maintain organised records of drawings, samples, approvals, and correspondence, ensuring the latest revisions are in use on site
12. Flag any apparent variation, additional works, or instruction with possible contractual or cost implications to HQ for assessment — without authorising or directing such works
13. Compile and verify the snagging/defects list at handover and confirm rectification before contract close-out
What We're Looking For:
– Diploma or Degree in Architecture, Building, Civil/Structural Engineering, Construction Management, or related field (strong relevant site experience may substitute.)
– Proven track record as a Clerk of Works, Site Supervisor, or Resident Technical Officer on commercial interior fit-out / renovation projects; able to perform from week one with minimal ramp-up.
– Strong working knowledge of architectural finishes, joinery, and fit-out materials and standards of workmanship
– Ability to read and interpret architectural and structural drawings, specifications, and a Bill of Quantities
– Familiarity with Malaysian construction practice and standards; awareness of CIDB requirements
– Competent with basic measurement/verification tools (tape, calipers, moisture meter where relevant)
– Meticulous documentation and reporting; firm, professional, able to hold an independent position with contractors
Proficient in written English and Bahasa Malaysia; competent with photographs, reports, and basic digital tools
Extra credits if you:
-Member of the Institute of Clerks of Works or equivalent
– Prior client-side (not contractor-side) experience
– Experience in occupied / live commercial building
