Position Summary

The Data Management Officer (DMO) is responsible for designing, implementing, and maintaining effective data management systems that support Neuroloft Company Ltd.'s humanitarian, logistics, transportation, Cash and Voucher Assistance (CVA), and development programmes.

The DMO ensures the accuracy, integrity, security, analysis, visualization, and reporting of operational and programme data. The role supports evidence-based decision-making by developing databases, dashboards, data quality assurance processes, and analytical reports while ensuring compliance with donor, organizational, and data protection requirements.

Key Responsibilities

1. Data Management and Administration

  • Develop and maintain centralized databases for projects and operations.
  • Design and manage beneficiary databases.
  • Administer project information management systems.
  • Ensure secure storage, backup, and retrieval of organizational data.
  • Develop data management protocols and standard operating procedures.
  • Maintain version control for datasets and documentation.

2. Data Collection Systems

  • Design digital data collection tools using KoboToolbox, ODK, SurveyCTO, CommCare, or Microsoft Forms.
  • Develop electronic registration and verification forms.
  • Configure mobile data collection applications.
  • Support field teams during digital data collection activities.
  • Ensure proper synchronization and storage of collected data.

3. Data Quality Assurance (DQA)

  • Develop and implement Data Quality Assurance (DQA) procedures.
  • Conduct routine data validation and verification.
  • Identify inconsistencies, duplicates, and missing records.
  • Perform regular data cleaning exercises.
  • Ensure completeness, accuracy, timeliness, and consistency of programme data.
  • Produce DQA reports with corrective action recommendations.

4. Beneficiary Information Management

  • Manage beneficiary registration databases.
  • Verify beneficiary information before implementation.
  • Maintain unique beneficiary identification records.
  • Support deduplication and validation exercises.
  • Ensure confidentiality and secure handling of beneficiary data.

5. Cash & Voucher Assistance (CVA) Data Management

  • Manage beneficiary payment databases.
  • Prepare payment files for Financial Service Providers.
  • Reconcile beneficiary and payment records.
  • Track payment status and exceptions.
  • Support post-distribution monitoring data management.
  • Produce CVA dashboards and reconciliation reports.

6. Monitoring, Evaluation, and Reporting

  • Compile programme monitoring data.
  • Develop project performance dashboards.
  • Analyze programme indicators and trends.
  • Produce weekly, monthly, quarterly, and annual reports.
  • Support baseline, midline, and endline surveys.
  • Assist with evaluations and learning activities.

7. Data Analysis and Visualization

  • Analyze quantitative and qualitative datasets.
  • Develop interactive dashboards using Power BI, Excel, or similar tools.
  • Produce graphs, charts, maps, and infographics.
  • Identify trends, gaps, and performance issues.
  • Support management with evidence-based decision-making.

8. GIS and Mapping (Preferred)

  • Produce project maps and beneficiary distribution maps.
  • Maintain geographic datasets.
  • Support operational planning using GIS tools.
  • Develop spatial analysis for programme implementation.

9. Information Management

  • Maintain project information repositories.
  • Organize electronic filing systems.
  • Ensure proper document indexing.
  • Maintain metadata for organizational records.
  • Support knowledge management initiatives.

10. Data Protection and Compliance

  • Ensure compliance with organizational Data Protection Policies.
  • Ensure confidentiality of beneficiary information.
  • Apply international data protection principles.
  • Implement secure user access controls.
  • Support compliance with donor data management requirements.

11. Capacity Building

  • Train staff on digital data collection tools.
  • Build capacity in Excel, Power BI, KoboToolbox, and data quality.
  • Develop user guides and Standard Operating Procedures.
  • Provide technical support to programme staff.

12. Coordination

  • Work closely with Programme, MEAL, Finance, Logistics, and Operations teams.
  • Coordinate with Financial Service Providers on payment data.
  • Support donor reporting requirements.
  • Participate in coordination meetings.

Qualifications

Education

Required

Bachelor's Degree in:

  • Minimum 3–5 years of experience in data management, information management, MEAL, or database administration.
  • Experience with humanitarian or development programmes.
  • Experience managing large beneficiary datasets.
  • Experience supporting Cash & Voucher Assistance (CVA) programmes.
  • Experience using digital data collection platforms.

Desirable

  • Experience with UN agencies, INGOs, or donor-funded projects.
  • Experience in humanitarian emergency response.
  • Experience managing GIS and spatial datasets.
