About the Position

San Luis Obispo County is seeking a collaborative, innovative, and high performing individual to serve as the Assistant County Administrative Officer. This executive level position requires an experienced leader with a strong work ethic who is committed to providing superior public service to the citizens of San Luis Obispo County. The County employs approximately 3,000 full-time positions and has a current annual budget of approximately $1 billion.

This position assists the County Administrative Officer in managing the general operations of the County and implementing the policies and directives of the Board of Supervisors. The Assistant CAO may direct the budgetary and financial activities overseen by the County Administrative Office and other activities pertaining to the organization, management, and operation of County departments. This position may direct Department Heads, as well as manage and supervise staff of the County’s Administrative Office and serves in the absence of, or as the direct representative of, the County Administrative Officer.

Duties may include:

REPRESENTATIVE DUTIES:

Assists the CAO in the execution, coordination, and implementation of policies and directives of the Board of Supervisors; makes recommendations to improve administrative policies, organization, and procedures.
Appears before the Board of Supervisors to present policy recommendations through agenda items and/or administrative reports to the Board.
Assists in the development and execution of countywide fiscal policy and budget strategy.
Coordinates the functions and services of the County Administrative Office pertaining to internal organization and management, or external programs with partners, stakeholders, and cooperating agencies.
Works collaboratively with department heads and other staff to assist and support departments on organizational matters, policies, budgets, administrative procedures, and ultimately in meeting department goals.
Coordinates the preparation of the annual budget for the County, which may include supervision and participation in the review of budget proposals made by County departments; reviews and makes recommendations regarding requests for mid-year budget transactions; prepares a variety of fiscal projections for the Board as required; identifies and evaluates potential revenue sources, and monitors general economic and fiscal trends.
Presents and justifies, in conjunction with the CAO, the annual recommended budget to the Board of Supervisors.
Reviews and makes recommendations regarding a wide variety of proposals, contracts, and other actions involving the performance of in-depth budgetary, organizational, staffing, service delivery, and policy analysis.
Prepares and recommends long- and short-term plans for County service provisions, capital improvements and funding; and coordinates the development of specific proposals for action regarding current and future County needs.
Represents the County and the Board of Supervisors in meetings with governmental agencies, community groups, and various business, professional educational, regulatory, and legislative organizations; participates in outside community and professional groups and committees; and provides technical assistance as necessary.
Monitors changes in laws, regulations, and technology that may affect county operations; analyzes proposed legislation for local impact; prepares legislative proposals for consideration by the Board of Supervisors, and acts as a legislative advocate for the County as required.
Participates in emergency planning and in activation of the County Emergency Operations Center.
May coordinate the County’s economic development activities.
Recommends and commits resources, including funding, staffing, and facilities, for new and existing programs, particularly those arising outside the annual budget process and involving inter-department coordination.
Supervises, trains, and evaluates assigned administrative staff; interviews and selects employees; recommends transfers, reassignments, and disciplinary actions; coordinates subordinate staff work assignments and reviews work to ensure compliance with established laws, policies, standards, and procedures; develops and implements training and employee development activities.
May provide general direction to and oversee department head staff at the direction of the CAO.
Acts for the CAO in his/her absence.

Salary for this position is negotiable, depending on experience. Current annual ACAO salary range is $198,348 – $253,177.

The Ideal Candidate

A combination of education, training and experience which provides the required knowledge and abilities listed; this typically includes:

Graduation from an accredited four-year college or university with a bachelor’s degree in Business or public administration, political science, planning, public policy, finance, or closely related area of study.

In addition, six (6) years of professional and/or executive level experience in progressively responsible administrative, operational, budgetary, or similar management analytical work, including experience in a County Executive/Administrative Office setting, City Manager’s Office or comparable public agency dealing with major public policy issues, and several years in a management capacity.

LICENSES AND CERTIFICATES:

Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment.

Pension Benefit and Employee Contribution Rates:
The County’s pension is a defined benefit plan that provides a guaranteed monthly pension payment for life based on your time in service, wages, and other factors. The County is the primary contributor to the pension fund, but the health of the pension fund also depends on mandatory employee contributions. Employees are required to pay a percentage of their base pay towards the pension fund, ranging from 5% to 19%. This amount is deducted from your paycheck pre-tax every pay period. The County offers comprehensive medical coverage to you and your family, along with two dental plan options and vision coverage. The amount of the cafeteria contribution varies by Bargaining Unit (BU) and the extent to which employees enroll their dependents.
