This position is in the Budget & Finance Division; Accounts Receivable office and is responsible for promoting and reinforcing policies and procedures for NCDA&CS as well as handling cash receipts. This position certifies deposits in NCFS, performs duties with Core Banking, prepares general ledger journal vouchers for entry into NCFS and is back up to the other Cashier/Accounting Tech II. This position involves credit cards, mail in deposits, scanning, filing and other duties as needed. This position must have excellent customer service skills to assist and communicate effectively with department and division personnel via email, phone and personal contact and must be able to work independently and under strict deadlines.
The primary purpose of this position is to record deposits into the Cash Management Control System (CMCS) and into the North Carolina Financial System (NCFS). This will include various budget codes. This position will also assist the supervisor with special projects and other various duties as assigned. Ensures deposit amounts and CMCS certifications for all receipts are in compliance with general statutes. Prepares and submits related journal entries in NCFS. Assists with month-end close by ensuring all related deposits have been processed by the 5th workday and will assist with the reconciliation of BD800 between CMCS and general ledger. Supports the financial reporting process related to fines & penalties, escheating outstanding checks, refunds, and returned checks. Provides excellent customer service to the divisions via email, telephone, and personal contact. It is knowledgeable of all aspects of cash management in order to promote and enforce internal policies and procedures. Assists in resolving discrepancies between customers, banks, divisions, and the State treasurer’s Office to ensure timely and accurate deposits. Assists with special projects including legislated inquiries.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Knowledge of general accounting.
Knowledge of policies and procedures in regards to financial data, claims review, data collection, expenditures.
Written and oral communications are necessary for all contact with division personnel and other state agencies.
Requires familiarity with PC based application software, including Microsoft Excel and Word.
Working knowledge of office methods and procedures.
MANAGEMENT PREFERENCES:
Completed all North Carolina Financial System (NCFS) training modules.
Minimum Education and Experience Requirements
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.
High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
