Job Duties:

The Human Services department is seeking a talented Administrative Specialist II to work as the Records Management Supervisor in the Personnel office. The ideal candidate will demonstrate excellent organization and communication skills and have a successful history of maintaining compliance in regard to personnel and Behavioral Health/Developmental Services files. Duties of this position include, but are not limited to:

Oversee the personnel records management function in the Human Resources Division
Supervise administrative staff members to include performance management, work plans, and adherence to policies and procedures when supervising employees
Oversee departmental personnel transactions (FML, LWOP, Performance Reviews, Short-Term Disability, etc.) and serve as back-up as necessary.
Oversee internal training programs to include scheduling and oversight of departmental orientation.
Ensure personnel records, including health, background, and training are accurate, up to date and compliant
Be the primary point of contact for external personnel file auditors (e.g., Medicaid, Virginia Department of Behavioral Health and Developmental Services), and respond timely to requests for information
Serve as primary point of contact with the CQI Division for external desk audits of personnel files
Address external audit findings (e.g. CAP) and coordinate with the CQI Division and program supervisors as needed.
Respond to internal and external inquiries and requests for information by thoroughly researching and preparing responses
Coordinate with DHS Freedom of Information Act (FOIA) team to respond to FOIA requests in accordance with the State Code
Ensure the Library of Virginia records retention guidelines are followed for personnel records
Create and maintain departmental policies and procedures related to records management
Adhere to confidentiality and privacy standards

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the required knowledge, skills, and abilities, such as business or public administration. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Attachments Required:

Preferences:

Two (2) or more years of supervisory experience
Experience in file auditing/compliance
Experience maintaining paper and/or electronic records
Experience creating/maintaining complex reports
Experience with Library of Virginia codes related to records management/retention
Experience facilitating training and/or leading presentations
Experience processing personnel transactions and/or maintenance of an HRIS system
Experience responding to external auditor findings

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
