Anticipated VacancyThis position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.This is an INTERNAL POSTING open ONLY for North Carolina State Government and UNC System Employees and eligible RIF candidates.  This is a full-time position (40 hours per week) with state benefits including retirement, health insurance, vacation leave, sick leave, and paid holidays. Note to Current State Employees:The Salary Grade for this position is NC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase or decrease MAY result.About this position: 45% Financial: This position has the responsibility of leading the three-position finance team in the coordination, assembling, and duty of preparation of monthly reports tracking bailment fees, surcharge fees, and incidental fees collected and past due statuses. This position directs the assignment and completion of work as the situation dictates. It performs a general review of work done and assures compliance with the Office of State Controller and the Internal Auditors’ Office. This position reviews and approves the format of spreadsheets designed and used at year-end. This position will also complete the Stand-Alone Financials and the Comprehensive Annual Financial Report. This position is responsible for the ABC Commission fixed assets inventory accountability and leased DOA vehicle management. The position will actively encourage Boards to sign up for ACH payments of bailment and surcharge fees. This position will also manage the application of permit fees collected from vendors across the State of North Carolina.  35% Fiscal: Policy and Procedures Responsibilities include coordinating, writing new fiscal policies and procedures, and updating existing policies. Duties include assisting in writing fiscal policy and procedures, assigning this task to staff positions, and reviewing such policy written. Consideration must be taken for the different divisions and Sections’ different needs and operating procedures. Considerable knowledge of fiscal functions of all sections of the Department shall be required by this position to formulate and articulate language necessary to release new Standard Operating procedures for assuring compliance with all NCDPS policies and procedures and revise outdated or obsolete ones. Knowledge of the following guides, regulations, policies, and references shall be necessary to ensure accounting principles are followed when issuing fiscal policies and procedures: (1) Prior audit reports from Internal Audit Staff, (2) Generally Accepted Accounting Principles, which include but are not limited to standards promulgated by the Financial Accounting Standards Board and Governmental Accounting Standards Board, (3) North Carolina General Statutes, (4) Policies and procedures issued by the Office of the State Controller, (5) Generally Accepted Audit Standards, (6) North Carolina Administrative Code, (7) State and Department…
