Job Order Hourly Rate of Pay: $25.00  (Based on education and/or years of relevant work experience reflected on the application).This temporary position will be assigned to the Department of Health and Human Services. This position is located at 820 S Boylan Avenue, McBryde Building/ Hargrove Wing, Raleigh, NC 27603.

The primary purpose of this position is to serve as a program consultant for the statewide refugee program under the supervision of the State Refugee Coordinator.

Job duties include but may not be limited to:

Overseeing the implementation of essential Refugee Support Services and activities within the state of NC in accordance with the federal funding guidelines, grant awards and state-level contracts.

Providing leadership and direction of special projects. Current programs include Targeted Assistance-Formula, School Impact, Targeted Assistance-Discretionary, Services to Older Refugees and Health Promotion.

Preparing Requests for Proposals, state level contracts and assists SRC with the selection of best, most appropriate providers.

Providing consultation and technical assistance to state-level service providers under contract.

Performing evaluation of contracted project services and costs.

Conducting monitoring of both contract administration and on-site service provision for compliance with federal regulations and contract terms. Institutes plans for improvement/corrective action.

Providing statewide training of county staff, providers and others.

Preparing necessary federal and/or state reports such as the Trimester Performance Reports for these projects.

Reviewing and distributing grant announcements, coordinates statewide response, and coordination of state-level application approval process.

Assisting with grant writing and provides oversight of activities for assigned grants awarded to the state of North Carolina or its local providers.

Assisting with the development of the Refugee State Plan, Annual Goal Plan, Annual Services Plan, and required Trimester Performance Reports.

Serving on various committees as assigned and as staff support to the NC State Refugee Advisory Council.

Facilitating conferences and other statewide, regional, and national meetings.
