Description
The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has 6 Divisions, Division of Regulated Child Care, Division of Health Care, Division of Audits and Investigations, Division of Certification of Need, Division of Kentucky Health Information Exchange and Division of Telehealth. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet.

The Administrative Specialist Senior provides professional support to the Human Services Program Branch Manager and Surveyors of the Division of Child Care, Eastern Enforcement Branch. Serves as a Liaison with Central Office for administrative functions. Assists in developing, implementing and maintaining various complex programs, projects or activities and performs other duties as required.

Responsibilities include, but are not limited to, the following:
Processes complex federal and state survey packets for the Division of Regulated Child Care.
Assist the Complaint Coordinator by taking referrals and allegations from the public.
Conducts new employee orientation in the enforcement branches and ensures new hire packet is completed and submitted timely.
Monitors the completion of staff training and ensures training certificates have been filed.
Serves as a liaison between the agency, providers and community to respond to questions and concerns.
Contacts potential candidates for employment, schedules interviews and provides email confirmation for appointments.
Serves as time administrator for the Branch.
Answers incoming calls and disseminates them to appropriate staff.
Responsible for mail handling and distributing mail for the office.
Skills and Expectations include, but are not limited to:
Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in diverse settings.
Excellent writing and speaking skills.
Proficiency with use of computers and various software programs for daily tasks.
Highly organized individual and experience managing a large case load are preferred.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
