Overview
AFWERX is the innovation arm of the Department of the Air Force (DAF) and is a Technical Directorate (TD) of the Air Force Research Laboratory (AFRL). AFWERX seeks to accelerate agile and affordable capability transitions by teaming innovative technology developers with Airman and Guardian talent. AFWERX teams internationally across academia, industry and government to develop technology, expand talent, and transition dual-use capabilities. This mission is conducted across four operational AFWERX divisions: Ventures (RGV), Spark (RGS), Prime (RGP) and SpaceWERX (RGX). The associated divisions serve to expand the defense industrial base for advanced technologies, empower Airmen and Guardian talent, and drive faster technology transition to operational capability.
This Performance Work Statement (PWS) describes the performance of tasks that are required to support AFWERX Program Management Office (PMO) in carrying out its mission to increase participation to the maximum practicable extent in DAF acquisitions and the transfer/transition of these technologies to the warfighter and the commercial sector. The scope of this contract effort is to provide oversight and direction to Research, Development, Test and Evaluation (RDT&E) projects implemented under all AFWERX Program divisions to accomplish its mission. This contract will support current and future requirements of all DAF technology, transfer, transition programs and initiatives to engage the industrial base to quickly and agilely support the warfighter. The deliverables include a broad range of program and technical services to assist the PMO in planning, implementing, managing, and reporting critical Congressional-mandated DAF functions to AF senior leadership, Office of the Secretary of Defense (OSD) leadership, and to Congress.

Solve problems and enhance the effectiveness of the service by enabling thoughtful, deliberate, ground-up innovation. The goals are specifically targeted to:
o Improve and generate a strong Return on Investment (ROI) for the DAF & Department of Defense (DOD) to stimulate technological innovation and contributions from the Small Business (SB) Industrial Base
o Rigorously apply analytic and engineering principles to the AFWERX portfolio to optimize investment and support commercial-based dual-use technology transition to the Warfighter
o Educate and promote (through focused marketing and events) the innovation ecosystem.
o Address and provide realistic solutions to Federal Research and Development (R&D) needs.
o Stimulate and encourage participation in innovation and entrepreneurship by socially and economically disadvantaged persons.
o Increase private sector commercialization of innovations derived from federal R&D
o Support the men and women that comprise the U.S. warfighter, with the most innovative and technologically superior capabilities and ideas.
Place of Performance
The Administrative Specialist will perform work in a remote setting (i.e., a professional home working environment). Some travel may be required.
Hours of Operation
A standard normal business day is defined as any 8 hours of productive labor which must include the Core Business hours of 900ET through 1500ET, Monday through Friday, excluding Federal Holidays. Exceptions may be required and shall be coordinated with the COR and/or other identified Government representatives, to include short-term or long-term requirements for staggered business days.
Summary of Responsibilities
The Administrative Specialist is anticipated to support all the Divisions in AFWERX (Divisions, Branches, and Sections in execution of duties). Tasks include but are not limited to:
Support overall Division/Branch/Section operations functions, such as interacting, coordinating, and communicating with internal and external organizations via various communications methods.
Assist in developing and processing various reports, written communications, and packages for coordination, review, and finalization.
Supports the digital enablement of survey administration.
Experience with workflow and project management tools such as Smartsheets, Google Workspace products, and Office 365 products.
Ability to synthesize and format talking points, briefings, presentations, and meeting notes into concise communications deliverables.
Create visual products such as 1-pagers, infographics, and social media posts for division specific needs.
Support in development, maintenance, and modification of calendars and schedules.
Support Electronic Records Management activities.
Support, plan, coordinate, facilitate, and execute organizational meetings, to include room reservations and seating activities.
Support proper assignment, tracking, monitoring, reporting, and completion of assigned taskings and suspense.
Support in all aspects of travel management.
Qualifications
The Administrative Specialist must possess a Bachelor’s Degree and a minimum of 3 years’ experience in relation to position responsibilities. Must also possess a Department of the Defense Secret clearance upon hire.
All personnel shall be capable of working independently.
All personnel shall have training and experience that is appropriate for the tasks to which they will be assigned.
All personnel shall be capable of conducting themselves in a professional manner and have proper telephone and e-mail etiquette, customer service techniques, and organizational skills.
All personnel in leadership capacity shall be capable of directing contractor personnel and interfacing with the Government and customers.
Ability to communicate applicable technical subject matter expertise to management and others.
Strong written and oral communication skills in the English language. All contractor personnel must be able to read, write, speak, and understand English.
Exceptional customer service skills.
Exceptional time-management and prioritization skills.
Security
Employment is contingent upon the ability to pass the pre-employment drug test, background check/security investigation per required level with the U.S. Government. This position requires a Department of Defense Secret clearance.
Applicants must be a US Citizen to work in support of Federal agency. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations. Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment.

All personnel are required to wear the prescribed uniform while on duty. They shall maintain a clean and neat appearance and not wear dirty or wrinkled clothing. Uniforms will be sized correctly for each employee and not show signs of excessive wear. The goal is to present a positive image to the public.
Personnel must present a professional demeanor at all times while on site. Personnel shall treat all persons with courtesy and respect; striving to earn positive feedback of customers.
