Reports To: Solid Waste Manager

Summary of Position: Under the supervision of the Solid Waste Manager, the Senior Administrative Assistant performs a variety of administrative duties which require interpretation and application of established policies, rules and regulations in the daily operation of the landfill and solid waste collection and disposal operations.

Monitors entrance to Pittsylvania County Landfill to ensure conformity with landfill operational requirements;
Inspects all loads brought to landfill to prevent admission of any potential hazardous substance or prohibited materials;
Operates truck scales and scale management software, collects fees and issues receipts as required;
Maintains customer accounts and generates invoices to be sent;
Processes invoices to be paid and updates the system with required data pertaining to payment;
Verifies, balances, and reconciles accounts and records, makes weekly deposits at the Treasurer’s office;
Sets-up and maintains files, bookkeeping records and database for operations as directed;
Performs administrative tasks, including routine correspondence and reports;
Greets the public, answers telephone and email correspondence to assists users with landfill information;
Prepares reports associated with landfill and waste management policies and procedures;
Prepares and files requisitions, work orders and purchase orders for assigned departments;
Assists and coordinates with HR on all new hires and associated paperwork;
Assists in the preparation and review of timesheets, prepares payroll changes, and inputs payroll data as required;
Prepares and maintains Department of Environmental Quality (DEQ) manuals, reports and paperwork for compliance and permit regulations;
Other duties as assigned.

Education and Experience: High school or equivalent. Minimum of three (3) years of administrative experience. Minimum of one (1) year of accounting experience and cash handling. Landfill or hazardous duty waste screening experience preferred. Knowledge of municipal recycling and refuse collection practices.

Required Knowledge and Skill:

Must possess a thorough knowledge of office methods and practices;
Knowledge of basic accounting procedures.
Ability to prioritize work and complete assignments in a timely fashion;
Proficient with Microsoft Office (Excel, Word) and other computer or web-based programs required for day-to-day operations;
Ability to effectively and cooperatively interact with the public and other employees;
Ability to exercise good judgment in identifying and handling confidential information and the importance of maintaining confidentiality;
Ability to work weekends and holidays as needed.

Certifications and licenses: Possession of an appropriate valid driver’s license issued by the Commonwealth of Virginia.

Environmental Factors and Conditions/Physical Requirements: This work requires the frequent exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
