The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

Duties
SUMMARY
This position provides high level administrative support to the Chief Information Officer (CIO) and Chief Information Security Officer (CISO) which includes managing calendars, coordinating meetings, drafting correspondences, arranging travel, and assisting with inquiries from a variety of individuals. This position manages and monitors complex tasks assigned by, and on behalf of the CIO and CISO. Additionally, this position will require someone with initiative, leadership, organizational, time management and multi-tasking skills; the ability to change direction in response to a fluctuating work environment; ability to accommodate working styles and perspectives of diverse individuals; ability to prioritize own work and resources to complete projects on time and solve routine problems effectively; the ability to be proactive and work with minimal guidance.

DUTIES AND RESPONSIBILITIES

Provides comprehensive confidential and professional support to the CIO and CISO.
Serves as the executive’s liaison to both outside contacts and internal staff at all levels, including those of a highly confidential or critical nature. Prioritize and determine appropriate course of action, referral, or response, exercising judgement to reflect executive’s style and organization policy.
Provides review to critical department deliverables such as IT roadmap, IT strategic plan, executive presentations, etc.
Creates and modifies processes to improve quality, efficiency, and effectiveness.
Creates and maintains a bridge for collaborative communication between internal departments, vendors, and sponsors.
Complete a broad variety of administrative tasks that facilitate the CIO’s ability to effectively lead the department, including assisting with special projects; designing and producing complex documents, reports, and presentations; collecting and preparing information for meetings with staff and outside parties; composing and preparing correspondence; maintaining contact lists; making travel arrangements; and completing expense and mileage reports.
Arrange and handle all logistics for IT Staff meetings and events: schedule meetings, draft agendas, develop, compile, and distribute presentation materials.
Provides sophisticated calendar management for CIO by prioritizing inquiries, requests, conflicts; providing recommendations to ensure smooth day-to-day operation.
Periodically expected to participate in recruitments and interviews.
Supports work in a number of key areas: policy development, compliance, data request processes, risks and data.

Qualifications
Required:

Associate degree in business administration, public administration, or closely allied field AND three years of progressively responsible experience in office/clerical, secretarial, bookkeeping, accounting, or general administrative work. NOTE: Qualifying experience may substitute year for year for education.
Proficiency with Microsoft Office Software, including Word, Excel, PowerPoint and Outlook and TEAMS.
Experience managing schedules, coordinating meetings, and making travel arrangements.
Excellent written and verbal communication skills.
Ability to prioritize and manage multiple projects simultaneously and follow-through on issues in a timely manner.
Motivated self-starter with initiative to take independent action and accept responsibility for your actions.
Ability to maintain high level of confidentiality.
Creatively and proactively problem solve; must possess the ability to make independent decisions and judgments about work priorities.
Well organized, flexible, proactive, resourceful and efficient with strong attention to detail.
Strong interpersonal skills, ability to work with all levels of internal management and staff, as well as outside clients, partner agencies, vendors, diverse populations, stakeholder groups, and customers.
Exhibit confidence and poise in interactions with individuals at all levels.

Desired:

Experience in the government, health care and/or IT related field.

SALARY INFORMATION
Full Salary Range: $59,581.00 to $89,371.00 annually, with midpoint at $74,476.00.

Hiring Range: $68,518.00 and $74,476.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer.

The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS
Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The result of this background screen must meet the Exchange’s eligibility standards.
