Perform a variety of moderately complex clerical and technical duties requiring considerable knowledge of laws and procedures relating to land use, building permits, and on-site waste management.

Acting as lead customer service representative for the Department of Planning and Development, providing the general public with assistance in applying for planning, subsurface, building, plumbing, mechanical and electrical permits and answering public inquiries regarding these permits as well as providing clerical and technical support for the department planners and field inspection staff.

Essential Functions/Major Responsibilities

JOB FUNCTIONS

Assist the public in completing permit applications, including zoning, building, plumbing, mechanical, electrical, and sanitation permits:

Assist applicants in ensuring applications are complete, accurate and all supporting documents are supplied in accordance with legal requirements and department policies.

Process and issues completed permits.

Respond to inquiries from the public, both in person and over the phone, providing information on general procedures and requirements for various permit, inspection, and land use approval processes:

Respond to requests for information and research on department records and documents.

Obtain and distributes research as requested by realtors, contractors, and the general public.

Direct more complex inquiries to appropriate department staff.

Attend Planning Commission meetings, transcribes and distributes minutes, creates and maintains case files, public and legal notices, staff reports and other related correspondence:

Mail applicable information to interested parties and committees.

Sets up and arranges BOC conference room for scheduled planning commission meetings.

Establish indexes and maintains permit and inspection information into a complex filing system and computer database:

Maintain microfilm reels and equipment and participates in researching microfilm records for the public.

Annually organize, condense and store files in warehouse.

Schedule and outline daily inspection requests for field inspectors:

Relays instructions, technical information, and inspection requests to field personnel according to their workloads, time frame, and office policies.

Assist in scheduling appointments for planning conference room.

Receipt all incoming fees for permits and planning applications, issues receipts, prepares daily bank deposits, and maintains accurate financial records:

Perform deadline sensitive reports for the State of Oregon, DEQ and Census Bureau.

Work with both internal & external agencies

Work with the State Minor Label program to ensure random inspections requested by the state are completed, then update the information on states database.

Monitor the 30th Building codes division, DBQ, & Construction Contractors Board website that all required licenses are current as requested by the state.
