Description of Job
About the Work Unit
This position is located in CDOT’s Region 4 Finals Unit. This unit is part of a Program whose overall mission is to provide engineering expertise in developing, building, and maintaining a safe and integrated transportation system. The unit manages or oversees projects for upgrading, reconstructing, and maintaining the highway system along with other projects that have federal, state and local funds. The Finals Unit specifically works with all Region engineering units to provide continual, prompt, reliable support and training for Region engineering personnel, in order to assure quality control in compliance with procedures, plans, specifications, and standards and to maintain a quality assurance program.
About the Position
The Construction Engineering Office Administrator position is responsible for assisting project engineers in administration of construction projects including ensuring contractors are in compliance with Equal Employment Opportunity Law, auditing construction pay documentation, construction document management and Contract Modification Order preparation/support. In addition, the position will be responsible for supporting the region Finals Administrator in reviewing and closure of construction pay documentation.
Major duties and responsibilities include, but are not limited to:
Review contractor and subcontractor weekly payrolls for accuracy, report discrepancies to project engineer and contractor; track project Form 205’s
Utilize B2G Now to monitor Disadvantaged Business Enterprise (DBE) project utilization and report issues to project engineer.; assist project engineers in monitoring projects for prompt payment in B2G Now;
Assist project engineers in ensuring DBEs are performing commercially useful functions; and monitor contractors’ on the job training programs;
Conduct Form 280 – EEO and Labor Compliance Interviews;
Support North Program construction projects and requires frequent travel (day trips) throughout northeastern Colorado;
Audit ongoing project pay documentation and recommend corrections and changes of less complex projects by performing engineering calculations, certifying accuracy of documentation for logic, completeness, and ensuring that documentation is following contract provisions as well as Federal and State requirements, and securing all mandated documentation;
Conduct electronic filing audits of construction documentation to ensure proper documentation is on hand as outlined in the CDOT Construction manual;
Examines final documentation, project financial documentation, computer software applications which include spreadsheets, database, word processing, electronic communications, engineering software for digital filing, and in-house created software;
Prepare force account analyses for Contract Modification Orders (CMOs);
Research CDOT cost data for CMO price justifications;
Assist project engineers with drafting CMO justification letters, form 90s and compiling supplemental documentation needed for CMO justification;
Coordinate with project staff to compile required documentation and scans/uploads to appropriate electronic files;
Schedule field audits with the regional civil rights office, regional materials document coordinator and region finals staff;
Other duties as assigned.
Work Environment:
Primarily 7:30 AM – 4:30 PM work hours, Monday-Friday with the opportunity for a flexible schedule
Travel required during work hours throughout the Region to project sites for meetings and documentation reviews
Required to operate CDOT vehicles

Experience Only:
Must total 6 years and include the following:
4 years of experience in accounting, business, public administration, computer science, engineering, project management another area closely related to the major job duties
AND least 2 years of experience with a primary focus on auditing, account analysis, construction pay documentation, construction document management or project/program administration
Combination of Education and Experience:
A combination of education and experience that totals at least 6 years
Education from an accredited college or university in accounting, business administration, public administration, computer science, engineering, project management or another field of study closely related to the job duties will be considered.
Full-time professional work experience with a primary focus on auditing, construction pay documentation, construction document management or project/program administration
