Description
The Office of Inspector General performs many varied functions for the Cabinet for Health and Family Services. OIG has Six Divisions: Division of Regulated Child Care, Division of Health Care, Division of Audits and Investigations, Certificate of Need, Division of Telehealth Services, and the Division of Kentucky Health Information Exchange. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, conducting investigations of complaints in those facilities, conducting Medicaid fraud and other types of complaints for the Cabinet.

OIG is also responsible for managing Kentucky’s Health Information Exchange, which is the technical infrastructure or network that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information so that providers are more quickly informed and have access to a patient’s comprehensive health history.

The Division of Audits and Investigations is responsible for conducting investigations to detect fraud or abuse of any Cabinet program by any client or vendor. Responsibilities include but are not limited to the following:
Provide professional support to the Compliance Branch and assists in developing, implementing & maintaining various complex programs.
Performs in-depth telephone interviews to determine pertinent information related to allegations of welfare program fraud and/or abuse.
Performs database research to evaluate the allegations of potential welfare fraud and/or abuse to validate or disprove and invalidate the claims.
Prepares correspondence on allegations to refer to the appropriate state or federal agency, after making a determination that an allegation does not fall within the purview of the OIG.
Answers the main division fraud hotline and provides investigative support to Investigators when needed.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
