THE POSITION

Are you interested in making government work more efficiently and effectively? The Office of Transformation and Opportunity (OTO) is seeking a Special Assistant to help make Pennsylvania a great place to do business.

OTO was established by Governor Shapiro to coordinate across Commonwealth agencies, break down silos and help get government moving at the speed of business. The Office of Transformation and Opportunity’s Special Assistant will play a key role driving critical infrastructure and economic development projects forward and helping Commonwealth government work at the speed of business. The Special Assistant will take on a variety of assignments, ranging from project management and interfacing directly with businesses, to policy research and logistical support in stakeholder engagement.

DESCRIPTION OF WORK

The Special Assistant will be deeply engaged in OTO’s priority projects, including developing the Business-Friendly Dashboard, improving the Commonwealth’s procurement sourcing from small, diverse business (SDB) contractors and supporting permit, license and certification reform and the development of the Commonwealth’s economic development strategy. Examples of specific duties:

Working with IT partners, commonwealth agencies, and OTO’s coordinators to drive development of OTO’s data tracking projects

Tracking, managing, and responding to inquiries, engaging in ongoing project management, and identifying and connecting with stakeholders

Improving the Commonwealth’s SDB procurement spending through policy development, internal and external stakeholder engagement, and creative problem-solving

Supporting the development of the Commonwealth’s economic development strategy and creation of industry-focused CEO councils

Work Schedule and Additional Information:

Full-time employment

Work hours are 9:00 AM to 5:30 PM, Monday – Friday, with 60-minute lunch.

Given the always-on nature of the Governor’s Office, work outside 9-5 is expected, when needed.

Telework:When operationally feasible, you may have the opportunity to work from home (telework) part-time up to 2 days a week. Days will vary based on office need. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Additional Requirements:

You must have at least three years of large scale project management experience.

You must have relevant working knowledge of economic development.

You must have relevant working knowledge of Pennsylvania state government.

You must have relevant working knowledge of information technology.

You must have the ability to quickly learn about specific aspects or tolls related to the above listed functions.

You must be able to perform essential job functions.
