MAJOR DUTIES AND RESPONSIBILITIES
The incumbent will serve and support the Assistant Commissioner, Deputy Assistant Commissioner, and Chief of Staff of OFAM on all administrative management matters associated with its Front Office programs and operations. Collaborates, develops and advises on administrative requirements for a complex organization. Actively participates in developing and implementing administrative management policies. Interprets and recommends administrative procedures and policies. Participates in discussions and conferences concerning long-range planning and administrative matters. Provides advice and recommendations, both orally and in writing, on administrative matters. Advises senior leaders and managers on the administrative feasibility of operating plans, suggestions, and proposals.
Works with management on planning organizational needs for additional resources. In collaboration with information technology experts and OFAM subject matter experts (SMEs) guides the development, maintenance, and operational access of various administrative databases and spreadsheets used for analyses and decision making by all levels of management. Identifies and implements efficiency improvements by analyzing, streamlining, and automating cumbersome, time-consuming, or outdated administrative processes. The incumbent will develop long-range plans for new or complex processes based on the mission and function of OFAM. Works directly with top management officials and/or their representatives to develop long-range management plans for the efficient and effective administrative operation of the organization and makes the best use of present resources, planning for future needs and implementation of new resources.
Provides recommendations directly to senior management officials, OFAM’s support staff and to other program offices across CBP, serving as a team member to assist with the coordination of all requests for additional resources, collaborating closely with others to pull together comprehensive short-range and long-range plans. Develops policy guidance on all types of communications directed to the attention of the Assistant Commissioner, Deputy Assistant Commissioner and Chief of Staff. Consults and collaborates with staff and program managers to identify areas requiring explanation or clarification and provides advice and assistance to staff preparing responses for the OFAM Front Office Leadership. Conducts a substantive review of correspondence prepared for signature. Ensures that responses to interest group representatives and clients are consistent with policies and positions on difficult or complex matters.
Provides assistance to staff to ensure that the tailored responses to complex inquiries from high-level sources or significant interest groups are timely, complete, appropriate, and in compliance with leadership’s preference. Ensures that analytical, background and supporting information is provided in correspondence package. Researches, analyzes, and works closely with subject matter experts within OFAM and/or external experts to collect relevant information from many varied sources to include historical and statistical data for the preparation of reports and/or final recommendations. Conducts special research and analysis of issues related to resources (dollar, workforce management, physical facilities, and equipment) required and/or available to carry out missions/functions of any new or emerging program and/or administrative change. Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority and broad impact for high level management.
