Main Purpose of Job:

The Coordinator I is responsible for the design, readability control, accuracy, accessibility, implementation, and coordination of manual and electronic forms for the Maryland Judiciary. The incumbent is primarily responsible for the creation and coordination of drafts for District Court forms; reviewing proposed legislation and Rule changes for impact on District Court forms; and serving as a backup for Circuit Court form revisions. The position is responsible for developing, designing, and disseminating tools that promote public service and meet public needs, including those who require alternative formats or foreign languages. The Coordinator for District Court Forms is responsible for coordinating draft review and approvals through the Judiciary Forms Subcommittee; keeping documentation of changes and approval; proper posting on website Form Indexes; and sending related notifications to court staff, the MDEC team, and the webmaster.

Responsible for the design, development, testing, and management of document assembly interviews based on District Court forms. Position will identify forms to be created in Tyler?s Guide & File software; create interviews using conditional logic questioning to solicit required responses and generate created informative content; coordinate the review and approval process, including subject matter experts and stakeholders to monitor, test, and ensure the functionality of document assembly interviews, using problem-solving skills to resolve issues in a timely and efficient manner; make revisions based on form changes, including changes to template, logic questions, and requesting repromotion and integration with Tyler?s developers; and organize related documentation.

Education: High school diploma (or GED equivalent).

Experience: Two (2) years of work experience in legislative, legal, or court-related environment. One (1) year work experience in designing forms, documents, or brochures.

Knowledge, Skills, and Abilities:

Knowledge of Business English, plain language concepts, grammar, spelling and punctuation.

Knowledge of District Court policies, procedures, processes, and case management systems.

Knowledge of statutes and rules, with an administrative level understanding of legal processes such as drafting and filing court documents (pleadings, motions, affidavits, etc.), preparing exhibits, depositions, hearings, trials and conferences, factual evidence, routine discovery, certificates of service, etc.

Knowledge of computerized case management systems and database applications to assist efficiencies in the field.

Skilled in effective and efficient communication (verbal and written) with internal and external shareholders – Chief Judge; Executive Staff; judges, department heads; subordinate staff; peers; other agencies; and the public.

Skilled in conducting effective research of laws, rules, and regulations.

Skilled in converting electronic documents into other formats for accessibility (HTML, PDF, DOC, WORD, XLS) of users (public, attorneys, judges, District Court, DCHQ).

Skilled in visual attention to detail and aptitude of layout and design.

Skilled in application of desktop publishing programs to prepare forms, brochures, and produce

camera ready art.

Skilled in variety of software programs, in particular Microsoft Suite (Word, Excel, Access, Power

Point)

Skilled in creating forms, reports, presentations, letters, and memos using various computer software applications.

Skilled in analytical thinking and problem-solving.

Skilled in proofreading and editing documents.

Intermediate-advanced level word-processing skills using EXCEL, ADOBE ACROBAT or NITRO.

Ability to apply statutes, rules, and procedures to draft language for new and revised forms, brochures, and websites.

Ability to restate legal jargon on public forms, brochures, and websites to be understandable to the layman, but still convey the legal meaning.

Ability to communicate technical and non-technical information clearly, answer technical questions

from customers and provide efficient technical solutions to problems.

Ability to work on multiple projects at once and able to transition from one task to another while

maintaining attention to detail.

Ability to effectively prioritize and execute tasks in a fast-paced, changing environment.

Ability to work independently to meet tight deadlines.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to develop and test interviews based on requirements documentation, design documentation,

business process documents, business scenarios & flowcharts, and incident reports.

Ability to promote and maintain a harmonious and effective working relationship with staff, management, co-workers, external contacts, and all levels of professionals
