General Statement of Job

Under general supervision of the Department Director or designee, the position supervises administrative staff and coordinates administrative matters in assigned department. Employees in this classification perform complex, administrative work. Position is responsible for diversified functions such as, but not limited to, safety, contracts, training, public relations, grants, policy development, and special projects. Performs related work as directed.

Essential Functions

Conducts public relations program; liaisons with media; coordinates release of information to City departments and media.

Researches issues; gathers technical information; prepares reports and provides information to other departments, persons, or public.

Develops, implements and monitors or conducts programs such as safety, training, grants, and other special programs.

Prepares agenda items for consideration by City Manager and City Commission; prepares or participates in developing strategic plans, policies and procedures.

Performs supervisory functions such as training, assigning work, setting standards, reviewing work, counseling, and disciplining.

Prepares periodic reports such as weekly reports to City Manager.

Develops contract specifications; serves as contract administrator.

Assists in budget preparation; monitors expenditures to adhere to budget; prepares financial reports.

Serves as department representative on various committees; attends meetings, conferences, and seminars.

Plans or assists in planning special City events and ceremonies.

Human Resources:

In absence of director, serves as director for the department.

Serves as Privacy Officer with the following job functions:

Responsible for the development and implementation of policy and procedures related to HIPPA Privacy Rules.

Responsible for the development and preparation of amendments to City’s Policy and Procedures related to HIPAA Privacy Rules for approval and adoption.

Responsible for training City personnel related to HIPAA Privacy Policy and Procedures.

Responsible for issuance of Business Associate agreements as required by HIPPA privacy rules.

Responsible for City’s compliance and conformance with State and Federal HIPAA Privacy regulations.

Maintains identifiable health records consistent with HIPAA Privacy regulations.

Processes complaints concerning uses and disclosure of identifiable heath records covered by the HIPAA privacy rules.

Responsible for providing information related to the notice of privacy practices.

Minimum and Preferred Qualifications

Bachelor’s degree in Public Administration, Management, or closely related field; supplemented by minimum three (3) years previous experience and/or training that includes diversified and responsible administrative functions; Master’s degree may substitute for required training and experience; or an equivalent combination of education, training, and experience.

Human Resources:
Two (2) years experience in Risk Management, ARM preferred.

Additional Requirements/Environmental Factors

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Performs routine office functions such as filing, faxing, answering phones, running errands, and copying.
Performs related duties as directed.
