Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in which clerical work was a major duty.
SUBSTITUTIONS:
Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.
Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.
College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.
NOTES:
Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.
Any college hours or degree must be from an accredited college or university.

Examples of Work
This position is located within the Louisiana Department of Agriculture and Forestry, Office of Management and Finance, Louisiana Agricultural Finance Authority (LAFA) office and receives direct supervision from the Assistant Director. This position is responsible for assisting the LAFA Director, Assistant Director and staff with daily operations of grant programs, clerical duties, timekeeping, property control and records retention.
Administrative Duties – 70%
Works closely with the Director and LAFA staff in answering and routing telephone calls, composing and preparing correspondence, scheduling appointments, making travel arrangements, travel reimbursements, and organizing LAFA files. Responsible for opening, stamping, and sorting all incoming mail. Assists with the preparation of LAFA board meetings. Assists with maintaining LAFA’s lease agreements. Participates in the organization of files and preparation of documents for quarterly LAFA board meetings. Assists with special projects of the Director by completing duties such as printing, scanning, distributing, and mailing appointment letters and confirmation letters for 23 LDAF Boards and Commissions.
Assists with the notification and preparation for the Louisiana Agricultural Finance Authority board meetings and communicates with the LAFA board members as necessary.
Time Administration -20%
Serves as the section time administrator. Responsible for 5 full-time regular LAFA employees, and any temporary appointments hired for the purposes of administering recovery programs. This position requires a strong understanding of various funding sources to ensure that time is reported accurately for the purposes of grant compliance and reimbursement.
Record Retention – 10%
Serves as the section records retention manager which includes, but is not limited to bond issues, contracts, federal programs, USDA statistics, buildings, warehouses and property and all officiation documents that must be maintained. Through consultation with the Director and/or Assistant Director, has the authority to determine retention schedules within the rules, regulations, and policies of the Department. Coordinates with the Agency Records Officer to ensure that records disposal is completed timely and accurately. Periodically reviews and consults with LAFA staff to ensure that the section retention schedule is accurate. Submits any changes or updates to the appropriate departmental personnel for submission to the Secretary of State’s office.
Property Control – 20%
Serves as the Inventory Control Custodian of LAFA. Coordinates, at minimum, annually with the Department’s Property Control Manager to ensure that all taggable assets are on inventory and accounted for. This includes an annual “high-dollar” (assets with a value of $l,000 or greater) inventory along with a triennial “low-dollar” (assets valued between $500 and $999.99) inventory. Other duties as may be assigned.
