ASSISTANT TO THE CITY MANAGER

DEPARTMENT: ADMINISTRATION

GENERAL PURPOSE

Under direction of Assistant City Manager this employee performs a variety of professional, administrative duties as needed to assist the City Manager’s office in planning, directing, organizing, and controlling city-wide management functions. Acts as the city’s risk manager and as a management analyst. Assists with human resources and special projects as needed.

ESSENTIAL FUNCTIONS

Risk Management

Provides oversight of the City’s risk management program

Implements city-wide risk management program(s), trainings and procedures – observes and promotes programs and procedures to maximize safety to increase awareness of risk and to recognize and minimize risk

Manages & maintains proper levels of insurance (liability, automobile, property, workers comp, etc.) – maintains proper levels of insurance and official records on city liability

Coordinates & participates in annual risk assessments

Manages, organizes & conducts risk management committee meetings

Manages safety incentive program & events associated w/ the program

Manages safety reporting

Follows up on incident reports & ensures that accident review committee (ARC) meetings are conducted

In conjunction with City Attorney manages lawsuits filed against the city

Ensures that contractors doing work for the city meet city’s insurance requirements and ensures that the city’s insurance requirements meet industry standards

Collects, analyzes & presents statistics relating to risk management functions

Creates marketing campaigns to keep safety at the forefront of employee’s minds

Manages the workers compensation program for the City. Working in conjunction with the HR Director to report claims, and help employees navigate injuries

Provides risk management guidance for special events

Monitors working environment, conditions, equipment, facilities access, etc. to determine and assure that they are safe

Conducts monthly safety training and at time leads the training

Organizes and conducts annual required risk management training with all active employees

Administration

Assist in the development & coordination of the city-wide budget – Manages budget document. Manages fees and insurance tabs of city-wide budget

Provides administrative support for administration office

Conducts various studies and researches subjects as assigned by the City Manager

Works to develop, implement, and enforce city policies

Work on special projects as assigned

Management Analysis

Acts as a management analyst

In conjunction with Public Information Officer (PIO) manage the city’s benchmarks

Work w/ departments as needed to establish & maintain benchmarks

Manage annual resident & employee surveys conducted by Management Intern

Human Resources

Assists with employee development trainings & programs

Performs essential functions of HR Technician as needed

Must be able to meet attendance and punctuality requirements for this position. Must abide by all city policies and procedures. Must work well with others and be a team player.
